A Florida care worker has been arrested after police say she engaged in disturbing and inappropriate behavior toward disabled adults under her supervision, including twerking near their faces.
Josalynn Janeice Hart, 29, was taken into custody Tuesday in Panama City following an investigation into alleged abuse and exploitation at an adult care facility. Authorities have not publicly identified the facility.
According to police, the investigation began January 15 after the Panama City Police Department received a tip about possible mistreatment of disabled residents. Investigators were later given a video that allegedly showed four female workers dancing inside the facility.
Court documents say Hart was seen dancing on a sink and twerking on a table while at least two disabled adults sat nearby. Officers noted the patients appeared to be nonverbal and unable to give consent.
The video also allegedly captured another worker placing her breasts and a leg against a patient while dancing. While Hart was not seen making direct physical contact with the victims, police say she danced provocatively close to their faces and appeared to watch as another woman repeatedly touched a patient.
Authorities stressed that none of the individuals shown in the video appeared capable of consenting to the behavior.
Hart was charged with lewd and lascivious exhibition involving an elderly or disabled person, along with failure to report abuse or neglect of a vulnerable adult. Under Florida law, lewd or lascivious exhibition can qualify as a felony even without physical contact if it involves the simulation of sexual activity.
The failure-to-report charge is a misdemeanor that can carry penalties including jail time and fines.
Hart was released from the Bay County Jail on her own recognizance on Wednesday. She was employed at the care facility at the time of the alleged incident, though it remains unclear whether she still holds that job. Authorities have not said whether the other women seen in the video will face charges.
