A Connecticut man was killed in a shocking early-morning incident after an object apparently thrown or dropped from a highway overpass smashed through his windshield and struck him, leaving his grieving family pleading for help in finding whoever was responsible.
Todd Atkins, 43, was driving along Route 15 in Woodbridge around 5:30 a.m. on Saturday, October 31, when the deadly incident unfolded near the Racebrook Road overpass, just above the Heroes Tunnel.
According to Connecticut State Police, preliminary evidence suggests an object fell from the bridge above the southbound lanes of the Wilbur Cross Parkway and struck Atkins’ vehicle.
The impact sent the object through his windshield, causing devastating injuries to his torso.
Emergency responders found Atkins unresponsive inside his vehicle and rushed him to Yale New Haven Hospital, where he was pronounced dead.
The Office of the Chief Medical Examiner determined that Atkins died from blunt-force trauma to his torso. However, authorities have not officially determined whether his death was a homicide or an accident.
His devastated family believes someone threw the object from the overpass, turning an ordinary morning drive into an unimaginable tragedy.
“Todd did nothing wrong except be in the wrong place at the wrong time,” the family said in an emotional statement.
“He was just 43 years old. That he is gone so soon, and in this way, is unspeakably sad.”
Now, investigators are searching for answers in a case that has raised disturbing questions about what happened on the bridge in the moments before Atkins was struck.
On Wednesday, November 4, state police announced a significant development after reviewing surveillance footage from the area.
Detectives identified a possible suspect vehicle and began working to locate and question the person or people believed to be connected to it.
By Thursday, authorities confirmed they were searching for a light-colored SUV that may have been involved in the incident.
Police have not publicly identified a suspect, announced any arrests or revealed exactly what object struck Atkins’ vehicle.
Investigators also have not established whether the object was deliberately thrown at passing traffic.
For Atkins’ family, the uncertainty has only deepened their grief.
The Waterbury resident was remembered as a generous, intelligent man who loved spending time outdoors, driving and helping others.
His family said the beautiful fall morning should have been something he enjoyed.
“Todd loved the outdoors, and he loved being in his car, and there was no better time than on a picture-perfect Fall morning,” relatives wrote.
Instead, that peaceful drive became his last.
Family members described Atkins as someone who would go out of his way to help people, regardless of whether he had known them for years or had just met them.
“Todd would do anything to help anyone,” they said.
Atkins was also an Eagle Scout and a graduate of Kennedy High School in Waterbury. He went on to earn degrees from Penn State University and Western Connecticut State University, building a life filled with interests ranging from philosophy and literature to hiking and camping.
As his loved ones prepare to say goodbye, Connecticut State Police are asking motorists who traveled along Route 15 or crossed the Racebrook Road overpass around 5:30 a.m. on October 31 to come forward.
Investigators are particularly interested in dashboard-camera footage, even from drivers who did not notice anything unusual at the time.
Anyone with information is asked to contact Detective Adrian Holmes at 203-393-4200.
The Connecticut State Police Collision Analysis and Reconstruction Squad and Central District Major Crime Squad are assisting in the investigation.
For now, Atkins’ family is left mourning a man whose life ended without warning, while hoping that someone who passed through the area that morning might hold the key to explaining what happened.
What should have been an ordinary drive on a quiet Saturday morning has instead become a heartbreaking mystery, with police racing to determine whether a reckless or deliberate act cost an innocent man his life.
