A Florida man is behind bars after police say he drunkenly plowed into a woman riding her E-bike, carried her body on his car’s windshield for nearly half a mile, and then sped off without stopping.
According to the Pinellas County Sheriff’s Office, 22-year-old Xavier Rugby is charged with DUI manslaughter, vehicular homicide, and leaving the scene of a deadly crash. The victim, 38-year-old Kjersten Aileen-Hermance Strang of St. Petersburg, died at the scene.
Authorities say the crash happened around 10 p.m. Saturday on 49th Street South in Gulfport. Strang was hit by Rugby’s speeding Nissan Altima and thrown onto the windshield. Instead of stopping, police allege Rugby kept driving for about eight blocks until Strang’s body was finally dislodged.
Officers tracked Rugby down minutes later and reported he showed clear signs of impairment. He allegedly refused sobriety tests and was booked into Pinellas County Jail, where he remains.
Strang’s family is devastated by her sudden loss. Her aunt and godmother shared an emotional post on Facebook, writing, “Heaven gained one of the most beautiful (inside and out) angels who loved life to the fullest. She was just getting her life back together when a drunk driver struck her while she was riding her bike. Please pray for our family as we mourn her passing.”
