A Texas foster mom is behind bars after a mentally disabled young woman was found locked inside a dog kennel in her backyard, screaming for help.
Kandice “Candy” Thompson, 60, faces multiple charges including aggravated kidnapping, assault, and abuse of a disabled person following the shocking discovery at her Anson, Texas property on November 22, according to News 4 San Antonio.
The horrific situation came to light after neighbor Justin Anderson heard the woman crying out, saying she needed to use the bathroom. “Just screaming, ‘I have to pee, I’m scared,’ and then you hear banging, like a chain link fence,” Anderson told the Daily Mail. He used his phone to record the young woman, who was partially covered in tarps inside the kennel.
Anson Police Chief Daniel Graziose confirmed officers found the 22-year-old female locked in the backyard. Two other adult foster children were also in the home at the time. The victim has since been safely removed and is now with family, with Adult Protective Services managing her case alongside local police.
Thompson, who previously fostered more than 50 children with her late husband, a former Anson police chief, allegedly tried to justify the abuse, claiming the young woman “was urinating everywhere and tearing her house up.”
Neighbors expressed shock at the alleged mistreatment. “It’s just amazing what somebody who’s in charge of disabled, mentally challenged girls will do to them, I don’t understand,” said Marcia Bailey. “I just felt sorry for the girls, I’m so glad Justin stepped up to the plate.”
Thompson was initially released on bond but was re-arrested on additional aggravated kidnapping charges on November 25. Police emphasize that the case remains active and that protecting vulnerable residents is a top priority.
“For the city of Anson, we take it very seriously, and we’re serious about protecting, especially our most vulnerable citizens,” Graziose said.
