A decades-old case is finally seeing a major breakthrough after authorities tracked down a suspect nearly 40 years later—halfway across the world.
Young Tom Talmadge, 69, has been arrested in the Philippines in connection with the alleged abduction and assault of a 7-year-old girl in Tampa back in 1989.
According to officials, the case went cold for decades until a recent breakthrough using advanced DNA technology and genealogical research. Investigators say preserved evidence was finally matched to Talmadge, with confirmation from the Florida Department of Law Enforcement.
Authorities allege Talmadge approached the young girl at a bowling alley, gave her coins to play arcade games, and then lured her to his vehicle. He is accused of assaulting her before later dropping her off at another bowling alley, where she was eventually found.
For years, the suspect remained unidentified—until U.S. investigators reopened the case using modern forensic tools.
That led authorities to the Philippines.
Officials with the Bureau of Immigration say their Fugitive Search Unit arrested Talmadge on April 23 at his home in Cavite after receiving information from U.S. Homeland Security Investigations.
He is now facing multiple serious charges, including sexual battery of a child under 12, lewd acts on a child, and kidnapping to commit a felony.
Prosecutors in Hillsborough County say he has not yet been extradited back to the United States.
The arrest is part of the Philippines’ #ShieldKids campaign, aimed at preventing foreign fugitives accused of crimes against children from finding refuge in the country.
Officials say the message is clear: even decades later, cases like this are not forgotten.
