A former California police officer is facing serious prison time after authorities say she pulled off an elaborate scam to collect more than $600,000 in disability benefits—while secretly living it up on vacations, music festivals, and even snowboarding trips.

Nicole Brown, 39, who served with the Westminster Police Department, has been hit with 15 felony charges tied to workers’ comp insurance fraud. Prosecutors say she faked the severity of a head injury and milked the system for over a year—all while enjoying an active, adventure-filled lifestyle.

The saga began in 2022, when Brown reportedly hit her head while trying to handcuff a suspect. Though she told her superiors she had a headache and dizziness, a doctor cleared her to return to work the same day. But just days later, she called in sick, was diagnosed with severe concussion syndrome, and placed on full disability.

Under California law, injured officers can continue receiving their full salary and medical coverage for a year. According to the Orange County District Attorney’s Office, Brown ended up costing taxpayers more than $600,000.

While out on leave, Brown claimed she suffered from light and noise sensitivity, intense headaches, cognitive difficulties, and couldn’t tolerate screen time. But investigators say she was anything but sidelined.

Photos and witness accounts placed her at the 2023 Stagecoach Music Festival—despite the blazing heat, massive crowds, and booming music. She also allegedly hit Disneyland, attended multiple soccer conferences, went snowboarding in Big Bear and Mammoth, ran in two 5Ks, played golf, took online college courses, and cheered on her team at baseball games.

The allegations don’t end there. Prosecutors say her stepfather, attorney Peter Schuman, 57, was also involved. He’s accused of helping Brown deceive the department during a meeting about her work capabilities—just days after she was spotted at Stagecoach. During that meeting, Schuman reportedly spoke for Brown, claiming she was too impaired to speak or look at a screen due to her injury.

Now, Schuman is facing two felony charges of his own, including aiding in the fraud. If convicted, he could face up to eight years behind bars and disciplinary action from the State Bar of California.

Brown, meanwhile, faces nine counts of making fraudulent statements to obtain compensation, six counts of filing fraudulent insurance claims, and an enhancement for committing a white-collar crime exceeding $100,000. If convicted on all counts, she could be looking at up to 22 years in prison.

Before her fall from grace, Brown served as Westminster’s Homeless Liaison Officer and was once praised for her compassion and dedication.

In a 2020 interview, Brown said, “To actually be able to make an impact on someone’s life for the better is why I wanted this position.” Her former partner had called her “organized,” “compassionate,” and “focused.”

  1. i’d like to know how the hell she took ’em for $600K in 1 yr? damn sure don’t make that in a yr. not with ins, salary & even a few dr’s visits. so how? she pay her step dad that much to mis rep her?
